While visiting the a local High School, Officer Aldrin and Officer Firkus, found plastic explosives accidentally. Aldrin had been doing some anti-drug and anti-gang outreach and when he was just about to leave his omnitool detected the explosives. Firkus quickly contacted the school Principal, Dr. Redwood. The students were sent outside as part of a "fire-drill" and a bomb disposal unit was sent.
Bomb disposal easily found the plastic explosives in locker 2247 which belonged to a young Turian named Tarial. There was no detonator or timer, so this wasn't a proper bomb merely the combustible ingredient of one. Bomb disposal quickly confirmed they had no indication of any further explosives. They could not however be certain that the school was 100% safe without a multi-day search of the whole area.
Officer Aaland arrived to investigate who may have place the explosives there, and officer D'Tang arrived to calm the public. By now all the students were aware this wasn't a normal fire-drill. Students were sent home that day and all the officers attended a PTA meeting that evening to go over next steps...
The C-Sec officers were surprised to learn that the school wasn't pressing charges. The school was going to rely on their contract with a private security company for further safety. They did not ask C-Sec to get involved. School was set to resume the following day.
Officer D'Tang did her best to calm angry parents and answer questions, thought many complaints went answered by representatives of the school faculty or the school board. D’Tang informed Aaland, Aldrin, and Firkus that this there were not to enter the school grounds again. The only evidence they could follow up on was what they already recovered. A small interview with Tarial, the student of the locker, and the recovered explosives bomb disposal removed.
The following day, school resumed. Officer Aldrin visited nearby buildings to see if he could get video footage from across the street. These businesses obliged, having heard of the bomb scare. Aldrin used facial recognition software to identify two men with criminal records working in the school, but was forbidden from entering the school to interview them.
Meanwhile, Aaland, conducted voluntary interviews with staff members who agreed to visit C-Sec. Many teachers, custodians, and the Principal were happy to assist although their testimony revealed little.
The C-Sec Officers would have gotten no-where had Firkus not mentioned that they should interview the parents of the student. C-Sec officers visited Mr. and Mrs. Tarial. They listened intently to the usual details, their son was a bright students, the school is expensive and under a tight budget. But the C-Sec officers learned that not only had the Tarials' home been vandalized, but they have video monitoring by the same company that the High School holds a contract with.
Aldrin inspected this very camera and found that it had been tampered with. A security override was installed to allow some other person the authority to monitor. Tracing down this override device they tracked its serial and manufacturers # to a hardware store. Conveniently the purchaser used a credit card, and C-Sec had the name and address for the head custodian of the High-School.
Knowing that two other faculty members of the school had criminal records the C-Sec officers secured search warrants.
It didn't take long to link these 3 members of the school staff to the explosives, to vandalism and to threatening email in and around school property.
Although C-Sec had not been allowed back onto school grounds, the school board and the Private Security Company did not protect them.
They were arrested and imprisoned for domestic terrorism.
